UM Compliance Officer
Job Description

Introduction

The University of Maryland's Environmental, Safety and Health Management Policy (E,S&HMP) calls for the University to be a model of quality in environmental, safety and health practices. A critical linkage in the development of this level of quality is the College or Department Compliance Officer (CO). The CO, by virtue of their special training and relationship to the Department of Environmental Safety, serves as the major source of coordination for those activities which support the E,S&HMP and the activities of the Policy and Operations Committees. The CO has delegated authority from the Dean, Chair or Director for managing environmental, safety and health activities in the College/School or department, including authority to establish processes, investigate complaints and incidents and audit performance. The CO has the responsibility to report questionable activities and unresolved compliance issues to the delegating authority as well as the Director, DES.

Compliance Officer Duties

  1. Attend scheduled CO training conducted by DES.
  2. Act as a conduit for information to your organization from DES.
  3. Serve as a contact person for DES initiatives (hazardous waste minimization, laboratory labeling, safety training, environmental audit, etc.).
  4. Notify DES and your delegating authority of unresolved compliance issues and situations involving potential safety hazards, exposures, accidents, injuries, illnesses, spills, releases or other regulatory or environmental issues.
  5. Working with DES, represent your organization in Regulatory Agency interactions.
  6. Problem-solve, with DES, E,S&H issues in your organization
  7. Meet with your delegating authority at least every six months to discuss E,S&H initiatives in your organization.
  8. Coordinate correction of all university-sanctioned E,S&H Audit findings in your organization.

School/College Compliance Officer Additional Duties

  1. Serves on UM E,S&H Operations Committee to represent your college.
  2. Hold at least two CO meetings per year with departmental COs in your College.
  3. Special assignments as requested by the Chair, E,S&H Operations Committee, in order to study or facilitate E,S&H compliance activities at UM.
  4. Replace COs departing from your college expeditiously.

DES Role and Responsibilities

  1. Maintain list of all UM COs and develop routine communication vehicle.
  2. Develop and distribute Regulatory Fact Sheets to all COs.
  3. Conduct an orientation training for all new COs in April and October of each year.
  4. Appoint one DES Liaison Officer for COs. All CO-DES communication will be sanctioned by this liaison. The focus of the liaison officer will be to assure that all DES communication and activities with COs is value-adding to the institution.
  5. Conduct two meetings per year for all COs.
  6. Notify and copy COs on correspondence of all DES activities impacting their organization.
  7. Work with Personnel to incorporate Compliance Officer duties into PRD evaluation.
