Table 1 - Measures to Minimize Risk

  1. General Measures
    1. Add vent whistles or high level alarms to all tanks to prevent overfill.
    2. Pressure test underground storage tanks every five years.
    3. Check underground storage tank leak detection systems monthly.
    4. Test integrity of 250,000 gallon bulk storage tank every ten years, including tank supports and foundations. Keep comparison records.
    5. Inspect all above ground tanks monthly using the checklist in Appendix E.
    6. Promptly correct any oil leaks which result in a loss of oil from tank seams, gaskets, rivets, and bolts.
    7. Promptly remove any materials contaminated as a result of any leaks such as described in Item 6, above.
    8. Locate portable oil storage tanks (such as on temporary generators) and 55-gallon drums away from drains or waterways, provide such containers with secondary containment, and keep away from flood-prone areas.
    9. Equip all mobile oil storage units (such as on temporary generators) with spill kits.
    10. Examine all above ground pipelines and valves monthly. Pressure test as warranted.
    11. Post warning signs as needed to prevent vehicles from damaging above ground pipelines. Inspect 250,000 gallon bulk storage tank weekly. Inspection must include a complete walk-through of the area to check for tank damage or leakage, stained or discolored ground, excessive accumulation of water in diked areas, and to ensure the dike drain valves are securely closed.
    12. Maintain monthly Facility Inspection Checklists (signed by the inspector) for three years.
    13. Keep gates to 250,000 gallon bulk storage area locked when area is unattended.
    14. Keep master flow and drain valves for 250,000 gallon bulk storage tank locked in the closed position when in non-operating or non-standby status.
    15. Keep the loading and unloading connections of oil pipelines capped when not in service or when in standby service of an extended time.
    16. Instruct facility personnel in the operation and maintenance of oil pollution prevention equipment and pollution control laws and regulations.
    17. Provide annual spill prevention briefings for operating personnel to ensure they have an adequate understanding of the SPCC plan. Highlight any past spill events or failures and recently developed precautionary measures. Include training on oil spill prevention, containment, and retrieval methods.
    18. Keep records of all training conducted as outlined in Item 18, above.
    19. Post in the Environmental Services Facility office instructions and phone numbers regarding the reporting of a spill to the National Response Center and the state.
    20. Post signs with emergency notification information at all tanks.
    21. Keep a log documenting when the 250,000 gallon bulk storage tank dike is emptied.
    22. Phase out University-controlled oil deliveries by February 1, 2000.
