Basic Program Components

A Chemical Information List (CIL) has been compiled and maintained by the Department of Environmental Safety (DES) for chemicals used or stored at University of Maryland. The CIL is alphabetized by common name, and contains the chemical name(s) of the hazardous material and the work area where it is found. New chemicals must be added to the list within thirty (30) days of their introduction into the work area. The list is re-alphabetized and revised periodically. The CIL is periodically submitted to the Maryland Department of the Environment as required. Each department that uses hazardous materials must maintain a CIL for their work area(s) and send updated copies to DES within thirty (30) days of a change in material use.

For each chemical on the list, a Material Safety Data Sheet (MSDS) must be developed or obtained. An MSDS is a document containing specific information about a material's hazardous characteristics and is available at DES, in departmental files, and in many cases on the PROFS network. (Not all MSDSs are currently on the PROFS network. MSDSs are added to the system as they become available to University of Maryland in a computer compatible form. If an online version is not available, you may request a hard copy.)

The chemical manufacturer, importer, or distributor must label containers of hazardous materials with the identity of the hazardous chemical; appropriate hazard warning; and the name and address of the manufacturer, importer, or distributor responsible for the product. It is the responsibility of the user to ensure that containers remain labeled with the identity and appropriate hazard warnings. Temporary containers require only the identity of the material, If it is intended for immediate use (within one work shift) by one employee and will be returned to a fully labeled container by the end of that shift.

Upon request, the University is required to provide Access to the list of work areas and their corresponding CILs to Local Fire Department Officials, Medical Personnel, and Government Authorities. You or your designated representative may also request access to and copies of the CILs and MSDSs. A copy of this information will be provided within five days of the request. If this information is not provided in a timely manner, you may refuse to work with the hazardous material until you have been properly informed of the associated hazards.
